Saraikela: Deputy Commissioner Chhavi Ranjan held discussions with all officials of various government departments of the districts to ensure proper arrangements for the forthcoming Lok Sabha elections. He asked officials concerned to requisition necessary requirements from the Content Department. He also instructed that all departments should be updated and working in full swing. The DC told officials and staff of all departments not to avail of leave without information. Chhavi Ranjan asked the senior officials to minutely go over all election related guidelines, compendiums and manuals and be through with the instructions provided therein.

All departmental officials and staff members have been asked to work as a team. All departments have been told to prepare data bases regarding work. Chhavi Ranjan alerted those present at the review meeting that as soon as the Model Code of Conduct was implemented, the arms license holders would have to be notified to deposit their arms at the district office. If arms licensees do not deposit their arms after three notifications, they would be issued non-bailable warrants. Both BDOs have been issued these directives.

All officials have been directed to keep their cell phones ‘on’ 24×7. This time, observers for general and expenditure segments will be appointed during the forthcoming general elections. A special observer will be put in place to oversee media and police functioning.
Publicity for and demonstration of EVM & VVPAT machines are to be carried out elaborately so that the people do not find any difficulties or hitches while voting. The publicity and demonstration should cover all district levels to rural areas and educational institutions. The BDOs have been given the responsibility of drawing up booth management plans and executing them by February 6. Special arrangements are being made for physically challenged persons.

All basic facilities will be provided for officials and voters in every polling booth. Banners and posters cannot be put up on any government building. Candidates will have to provide accounts on the number of banners and poster printed for campaigning. Movement plans for taking the polling teams and EVMs to the polling booths will have to be prepared.
Police Super Chandan Kumar Sinha has asked for the detailed preparation of lists indicating sensitive and ultra sensitive areas where polling booths will be setup. He has advised the proper use of Secs 107, 113 and 116 during poll times. Singh stated that a special police team would be made to nab illegal bootleggers and illicit liquor vendors.
