Ranchi, Nov. 6: Addressing state officials on Ease of Doing Business, Chief Minister Ragubar Das today said that Ease of Doing Business is in the interest of nation and state.
“Rules are meant for development and officers should resolve the people’s problems. Schemes should be implemented soon with transparency and accountability. The officers at ground level should implement the schemes effectively,” said Das.
The CM said no work should be done offline especially in the departments which have been made online. “If an application is incomplete, concerned officers should take cognizance and ask the applicant to complete it. Make sure that rejection of applications should be decreased. Everyone should endeavour to minimise problems. Red-tapism will not be tolerated at any condition. Work should be done on mission mode,” he said.
The CM said that establishment of food processing units will increase farmers’ income. “When they get maximum price of their produce, they will prosper. Local people will also get work. Pollution, Labour, Water, Urban Development and Energy play important role in implementing reforms. The state government will conduct meeting after every three months and review the situation. Departmental secretaries should conduct meetings time to time and do the needful for the investors and businessmen,” he said.
Das directed the Urban Development department to pass maps of homes online to control corruption. He said a special cell should be made in Jansamvad for investors. He directed to run campaign and sort out all pending cases in 15 days. He directed Energy dept. to improve supply, billing and repair. He said that no raid should be done without informing the senior officers. Officers of different dept. should work like a team. He directed the Forest Dept. to stop offline and accept online application only.
Chief Secretary Raj Bala Verma said that investment is necessary for development of the state. Jharkhand is a leader state in Ease of Doing Business. We should consider the problems of businessmen and investors.
Industry Secretary Sunil Barnwal said that all districts will be ranked from next time. Jharkhand is among the states where manager for Ease of Doing Business are appointed. We should try to atop the list.
