Parents of three or more kids after Feb 19 2013 to be debarred from contesting elections
Jamshedpur/Seraikela: Model Code of Conduct has come into effect in Adityapur Municipal area from 12th March onwards in view of the upcoming civic body elections. District administration has set up various cells to ensure smooth conduct of the polls and ensure total compliance with the Model Code of Conduct by all candidates and their supporters. The municipal elections will take place on 16th April while the counting of votes will take place on 20th April.
Sources said the director of ITDA, Arun Walter Sanga, has been deputed as the Returning Officer for the election of Mayor. Premchand Kumar Sinha has been made the Assistant Returning Officer. For the post of Deputy Mayor, SDO Seraikela Sandeep Dubey has been made the Returning Officer while the Circle Officer of Kharsawan, Dangur Kodah has been made the Assistant Returning Officer, sources said, adding that various other administrative officials have been made the Returning officer for different wards.
Importantly, in the upcoming municipal elections, candidates having three or more children after 19th February 2013 would be debarred as contestants under municipal election laws. Those candidates who became of three or more children before the said date would be able to contest the polls.
In a bid to ensure corruption-free elections, an upper limit has been fixed for the candidates under different categories. For the candidates contesting for the post of Mayor, Deputy Mayor and Vice Chairman in Municipal Corporation areas having a population of more than 10 lakh, the limit is Rs 25 lakh. For ward councilors in such areas, the limit would be Rs 5 lakh.
For areas below 10 lakh population, the above limits would be Rs 15 lakh and Rs 3 lakh respecitvely. For areas above one lakh population, the limits for chairman and vice chairman candidates would Rs 10 lakh and Rs 2 lakh respectively. For areas below one lakh population, the limits for chairman and vice chairman would be Rs 6 lakh and Rs 1.5 lakh respectively. For Nagar Panchayats having population from 12,000 to 40,000, the limits for chairman and vice-chairman would be Rs 5 lakh and Rs 1 lakh respectively.
