Demands constitution of SIT for probe

Jamshedpur, Jan 29: Jamshedpur East Vidhan Sabha constituency legislator and former Jharkhand minister Saryu Roy has welcomed the Hemant Soren led government’s decision to constitute a probe into the bungling in road construction work and the suspension of the chief engineer of the department and others in the matter. This is a follow-up against reports of large scale irregularities in the sanction of quotations and execution of work.
But the legislator, vide a press statement today, contended that this move alone would not be sufficient to unearth corrupt practices that prevailed during the tenure of the earlier Jharkhand government. Rai asserted that the role of the then Road Construction Department Minister who was also the Chief Minister and the then Chief Secretary (Raj Bala Verma) who was also the Secretary of the Department should be probed in the investigation of large scale malpractices in the department. In his press release, Saryu Rai has mentioned, “As per my information, both (Raghubar Das and Raj Bala Verma) had a hand in initiating the culture of corruption in the Road Construction Department where orders were passed against all norms and pressurizing officials including engineers concerned to execute the orders passed.”
On the issue of orders for the probe, Rai said that he had been informed that the affairs of the Road Construction Department were to be probed from the period January 1, 2016 whereas, according to him, the investigation should be taken up from January 1, 2014 for he believed that the seed for corrupt practices was sown at that juncture. “The realms of investigation should be extended to the energy and building construction departments.”
Saryu Roy mentioned in the communiqué, “I had written to the then Chief Minister on 11th March 2018 pointing out the irregularities in the functioning of the road construction department. Earlier, I had informed him of the same corrupt practices vide a letter dated August 24, 2017. I had also informed the then secretary of the department of prevalent bungling along with documentary evidence by a letter dated July 26, 2018. Apart from this, I had pointed out anomalies in the construction of the Gua-Salai road and the relevant orders of NGT to the then road construction department Secretary and Chief Secretary but the issues raised in my correspondences were overlooked. As a result, irregularities assumed large proportions and mass bungling in the pick and choose policy of tenders became rampant.”
Legislator Saryu Roy has demanded that the Jharkhand government sets up a Special Investigation Team (SIT) to look into the corrupt practices in the road construction and building departments.
